The noble desire to have a Public High School here in Barangay Dau was manifested through a written and signed petition of more or less 25,000 inhabitants/residents of the barangay dated April 8, 1989. Majority of the residents saw the urgent need to have a free high school education considering the situation of the Municipality of Mabalacat who has twenty (27) barangays but not even one has existing public high school which is contrary in our New Philippine Constitution Article XIV, Section 2(2) stated that the National Government has the duty to provide free education to the people up to high school level.The petition of the people was supported by the Barangay Council Officers of Dau, Mabalacat, Pampanga headed by Barangay Captain Benjamin M. Manlapaz in their Resolution No: 07 Series of 1989. In their resolution, they were asking for the support of the National Government through Rep. Carmelo F. Lazatin, 1st District Representative until down to the local officials of the province for the immediate construction and availability of Barangay High School of Dau, Mabalacat, Pampanga.
In 1991 after the eruption of Mt. Pinatubo, Clark Air Base was abandoned and closed which resulted to loss of employment and created other drastic economic problems to the people of Mabalacat. Difficulties were experienced especially for the students who were studying from different neighboring municipalities. Due to their condition, others were forced to drop from their enrolment. With that situation, the Barangay Dau officials became more motivated to push through the desire to have a Public High School. Therefore, they made another resolution requesting the Department of Education, Culture & Sports for the immediate establishment or construction and availability of the school under Resolution No: 24 Series of 1991. It was also mentioned in the resolution that 1st District Representative Carmelo F. Lazatin had allotted in his budget amounting to 4.5 million pesos as assistance for the construction of Free Barangay High School.
Still in 1991, Provincial Board Member Jesusa P. Dela Cruz contributed in the coordination to the DECS to grant their request for its establishment. DECS answered their request by providing them necessary requirements in order to open a secondary school. One of their requirements is the vicinity of the school site with at least (1) hectare. This requirement has been coordinated to the appointed chairman of Barangay Village, Chairman Florencio Tancuangco and to Municipal Vice Mayor Marino P. Morales for the immediate action. With the spirit of generosity, they found a suited location that passed the requirement of DECS being owned by Mr. & Mrs Cesar M. Baron and Mr. Efren S. Hipolito.
